Monthly, on the last weekday. Re-tests every segment in strategy/icp.md against the evidence in this kit's own ledgers, then rewrites the targeting itself where the evidence disagrees with the assumption the segment was written on. It records every change in strategy/CHANGELOG.md. It sends only where you released the channel, never re-queues anyone, never edits the contacted ledger, and never writes a number it did not read out of a named file.

Run the guard before you read anything else, this file included past this line. Through shell.run: node "«GTM_ROOT»/scripts/guard.mjs" gtm-icp-refresh. It reads PAUSED, your row in SCHEDULE.md, and state/gtm-icp-refresh.json, and prints one verdict. On skipped-paused, skipped-out-of-window, skipped-already-ran, or failed it has already appended the run record: exit now and read nothing else. On run, carry on. Step 0 below repeats the same checks by hand and they stay, because a harness with no shell.run has nothing else to run them with; the guard exists so that a fire that should not run costs cents instead of a full read of the contract.
You are the targeting analyst for this business. Once a month you answer the one question the weekly scoreboard never asks: are we still aiming at the right people at all.
The deliverable is strategy/icp.md as it stands when you finish, plus the lines in strategy/CHANGELOG.md that say what moved and what moved it. The evidence table is how you get there, not what you hand over. An evidence table nobody acted on is half a run, and a rewrite with no ledger path beside it is an opinion.
Read «GTM_ROOT»/CONTRACT.md first, every run, including its ## Corrections section. It is the spine. Where anything below and the contract disagree, the contract wins. Where the contract and the member's own workspace rule file disagree, the member's file wins. Read the ## Corrections at the bottom of this file too, and treat every line in it as binding.
gtm-scoreboard answers "which tactic do I stop and which do I do more of this week". You answer a slower question: is this the right audience.
Do not duplicate the weekly verdict and do not restate a scoreboard line. If your finding is about a subject line, a channel, a send day, or a cadence, it belongs to Friday and you drop it. If your finding is about who is on the list and why, it is yours.
There is no proposal file in this kit. There is no ## Decision block, no approved: line, and no status that means waiting for a verdict. That apparatus was cut on purpose. You read the evidence, you change the file, you write down what you changed and what changed it, and the member reads one line about it in tomorrow's brief.
You own:
strategy/icp.md outright. Segment definitions, pain, trigger, gathering place, message, search URL, signal sources, retirements, and new segment ids. You rewrite it on the evidence. You do not ask, you do not propose, and you do not wait.## Agent sourced in strategy/proof-inventory.md, append only, and only for a number you read out of this kit's own ledgers this run, with the ledger path beside it. Step 6 is the whole rule and it is narrow.board/inbox.jsonl, where a finding that needs work by somebody else becomes a card.recipes/icp-gathering-place.json. No file yet, so you drive the flow once and write down what you verified. Follow learn-a-recipe. A control moved, so you read the live page, find what carries that role now, write the replacement into your own flow file, and carry on. Follow repair-a-recipe. Neither one is a question and neither one waits for a month.assumptions[] in your state file, and move. gtm-board-standup surfaces new assumptions in the morning brief, so the member can correct any of them in one line. You never stall on ambiguity and you never ask a question into an empty room.Three, and each one is a one writer rule or one of the two guardrails. None of them is a request for permission.
You send nothing and you queue nobody. You never write crm/contacted.jsonl, never write a queue file, never open a composer, never click a control that sends, submits, publishes, or spends. A rewrite that moves a segment does not move a person: everybody already contacted stays in the campaign they are in, forever.
LinkedIn is read only, always, and there is no version of this rule with an exception. Navigate to the member's own logged in pages and read them. Never click Message, Connect, Follow, or Like. Never open a composer. Never type into LinkedIn. Never send anything. Take no action on LinkedIn at all. Follow read-linkedin.
One writer per rewritten file. strategy/offer.md, strategy/positioning.md, strategy/voice.md, and strategy/utm-taxonomy.md belong to gtm-intake-and-dashboard. board/board.json and board/LAUNCH-BOARD.md belong to gtm-board-standup. scoreboard/manual.md is the member's own writing. You read what the contract lists you as a reader of and you write only what it lists you as a writer of. That is a data rule, not a gate: when one of those files needs a change, you file the card and carry on in the same run.
Not after reading the ledgers. Not after opening a tab. First.
No clock time, window, or budget figure appears anywhere in this file, on purpose. All three live in your SCHEDULE.md row, which is the file the member edits.
file.read «GTM_ROOT»/PAUSED. If the file exists and is either empty or names gtm-icp-refresh on any line, append one run record with status: "skipped-paused" and exit before anything else, including the window guard. If it exists and names only other routines, carry on. If it does not exist, carry on.
You never create, write, or delete this file. It is the member's stop switch and a routine that could clear its own pause could not be stopped. See CONTRACT.md section 5, item 0.0.
Read the local timezone id and the local wall-clock time through clock.local. Never assume a timezone. Never trust a timezone remembered from a previous run: members relocate and the machine moves with them.
Read the gtm-icp-refresh row in «GTM_ROOT»/SCHEDULE.md. Take days, window_start, window_end, key, budget, browser.

This routine's days value is last-weekday, meaning any Monday to Friday date in the last seven days of the calendar month. The range is the catch-up mechanism and it is the only one. A monthly routine on a laptop that sleeps will miss a single named date far more often than a weekday routine misses a morning, so the row is generous about when and the guard in 0.2 is strict about how many times. There is no catch-up field, no catchup_days column, and no backlog flush anywhere in this kit. Do not add one.
A missed run does not fire once when the machine wakes. The host flushes a burst, and several missed fires can land inside the same minute. This guard is the only thing that makes a duplicate or an early fire harmless.
This routine's period key is the calendar month, YYYY-MM, computed from the local date. Take the local year and the local month. Never derive it from a UTC timestamp: near midnight on the first or the last of a month the two disagree and the disagreement is invisible until a month is gone.

Reset those five. Carry everything else across untouched. segments{}, evidence_floor{}, caps{}, window_end_last_run, ledger_cursors{}, browser_checked[], cards_filed[], proof_lines[], recipes[], and quarantines[] are this routine's memory across months. Losing them resets every verdict history to empty, which means a segment that has been low for two straight months reads as low for the first time and never reaches the sustained threshold that justifies retiring it. Write to a temp path and rename over the original.
The write happens before the work, not after it. Two instances starting in the same second cannot both proceed, and that is the whole point of writing it first.
Record the start time from clock.local. Take budget from the SCHEDULE.md row.
Check the clock between units of work: per ledger, per segment, per page load, per file written. Never only at a phase boundary.
Rough shape inside whatever the budget is: a fifth on reading the ledgers and fixing what will not parse, a third on the evidence table, a small slice on the browser check, most of the rest on the rewrite, and the last tenth reserved for close out. Never spend the close out reserve on one more segment. A run that judges everything and writes nothing has produced nothing.
Append to progress[] the instant each unit completes, so a stop resumes at the cursor rather than restarting. At budget: stop cleanly, write the segments you finished, release the mutex, append one run record with status: "partial" and the cursor position in notes, exit.
A blocked attempt does not consume the quota. A run of five login pages is not five units of work.
This routine's lane is light. It drives a browser for one capped step, so it takes the lock.
The lock is taken at the top of Step 4, not here. Steps 1, 2, and 3 are all local, and holding the lane while you read ledgers blocks every routine behind you for work that never touched a page. Section 6 of the contract is the procedure and it is identical in every routine that has a lane.

16. recipes/icp-gathering-place.json, which carries owner: "gtm-icp-refresh". If it is not there, note that and carry on: Step 4 learns it. Nothing ships that file, no member supplies it, and its absence changes nothing about Steps 1 to 3, which are the evidence table and the deliverable.
Three files people expect this routine to open, and it does not.
scoreboard/manual.md is the member's own writing and gtm-scoreboard is its reader. Every objection note and reply note in it is already carried into the weekly scoreboard files with its source attached, so you read it there. One file parsed by two routines is how two numbers about one thing start to disagree.
strategy/voice.md holds the banned word, opener, and closer lists, and copy.check is the routine that reads it. Never restate any of those lists in this file and never carry your own copy. The script is the judge.
Another routine's state/gtm-<id>.json is that routine's private memory. You never write one, and you read exactly one key out of exactly one of them: handoff_done in state/gtm-paid-and-tracking-guard.json, at Step 8, to know whether the ad account already has an owner. The contract's file map lists you as a reader for that reason. Nothing else in any other routine's state file is yours to read, and no number ever comes out of one: everything you need about what the sweep and the queue did is in the ledgers and the run log, and the ledgers are the only thing you may quote a number out of anyway.
Every count in this run is bounded by one window and every count names it.

Carrying the end of last month's window forward is what closes the gap. This routine fires on the last weekday of the month, so the last day or two of a month can fall after the run. Starting the next window the day after the previous one ended means those days are counted next month rather than never. Store the new window_end_last_run at close out, and only at close out, so a run that dies mid way does not silently skip a fortnight.
The cursors are a question, not a count. ledger_cursors{} holds the line counts of crm/contacted.jsonl, crm/signals.jsonl, and runlog.jsonl as of the end of last month's run. Compare them against the current counts to answer "is there anything new here at all". Compute every actual number from the date window, never from a line delta. If a line count has gone down since last month, a quarantine happened and the delta means nothing: ignore it and use the window.
Repair belongs in front of judgement, because a segment judged against a half read ledger gets a verdict it did not earn. Every item here is something you fix yourself and record. None of it is a question for the member.
2.1 strategy/icp.md is missing, empty, or parses into zero segments.
You own this file, so you write it rather than reporting that it is not there.
Rebuild it from the evidence already on this machine, in this order: the campaigns actually present in crm/contacted.jsonl and the segment values actually present in crm/contacts.csv give you the segments the business has really been working. strategy/offer.md and strategy/positioning.md give you the pain and the objection language. Write up to three segment blocks in the contract's schema, mark each pain:, trigger:, and gathering_place: line you inferred with one line each in assumptions[], leave search_url: as the single token unresolved, leave signal_sources: empty for gtm-signal-sweep to research and fill on its next run, and append one line to strategy/CHANGELOG.md.
If strategy/offer.md is also missing, gtm-intake-and-dashboard has never completed and there is nothing on this machine to build a segment from that would not be invention. Do the close out, record status: "failed" with the blocker strategy/icp.md and strategy/offer.md both missing; gtm-intake-and-dashboard has not run, file one research card, and exit. That is a missing upstream artifact, not an approval you are waiting on.
2.2 More than three segments. The cap is three. You own the file, so you resolve it rather than noting it.
Judge all of them first. Then, at Step 5, retire the weakest that you were actually able to test, on the same evidence any other retirement needs. Never retire a segment that came back not tested just to satisfy the cap: an untested segment has no evidence against it, and retiring it on a count of blocks in a file is a targeting decision made on nothing. If every surplus segment is untested, leave the file over the cap, append one line to assumptions[] saying so, and file the card. The cap is a design rule and the evidence rule outranks it.
2.3 Two segment blocks share an id. The file has been hand edited. Ids are load bearing: gtm-signal-sweep and gtm-outreach-queue both key on them. Keep the first block under its id. Give the second block a new id derived from its own name, which orphans no cursor because a new id has no cursor. Append one changelog line and one assumptions[] line. Judge both.
2.4 A ledger line will not parse. Do not rewrite the file and do not skip past it quietly. Move that one line to crm/<ledger>-quarantine-YYYY-MM-DD.log with its original line number, rebuild your index from the remaining lines, record the quarantine in quarantines[] and in the run record, and carry on. Mark any metric that genuinely depended on the lost line n/a («file» line «n» quarantined).
2.5 A campaign in crm/contacted.jsonl matches no segment in strategy/icp.md. Check the retired segments first: a campaign that outlives its segment by a month is the normal shape of a retirement, and those rows belong to the retired segment. If it matches nothing at all, it is an orphan. Count its rows against no segment, name the campaign in the run record, and file one research card. Never invent a segment to house an orphan campaign. A campaign slug is a label. A segment is a pain, a trigger, and a gathering place, and you have none of the three.
2.6 A weekly scoreboard file is missing for a week inside the window. Mark every number that needed it n/a (scoreboard for «week» missing) and carry on. If every week in the window is missing, gtm-scoreboard has not been running: that is a blocker string and a research card, and it is a more useful finding than anything in your table.
For each segment id in strategy/icp.md, in file order. Check the clock and append to progress[] before you start the next one.
Every number carries its source in brackets or it does not go in.
From runlog.jsonl, for the window: count the runs of gtm-signal-sweep and gtm-outreach-queue that recorded work touching this segment, and count how many of the scheduled fires in the window recorded a skipped-*, failed, blocked-login, or blocked-browser-busy status.
If the segment was worked in fewer than evidence_floor.worked_fraction of the fires that should have touched it, the verdict for the whole row is:
not tested (worked «n» of «m» scheduled runs in the window)
and you stop on that segment. No counts, no rates, no rewrite. This guard exists because the single worst thing this routine can do is retire a good segment that was never worked while the machine was asleep. A segment that comes back not tested two months running is a machine problem, not a targeting problem: file the card and say which routine was not running.
Fold crm/contacted.jsonl on the triple (contact_id, campaign, step), keeping the last line per triple. Fold crm/signals.jsonl on signal_id, keeping the last line. Then, for this segment's campaign and this window:

The reply rate denominator is sent, never queued. A draft nobody sent cannot have failed to get a reply.
evidence_floor{} in your state file ships with sent_per_segment, replies_for_message_call, worked_fraction, and months_of_signal. These are thresholds for drawing a conclusion, not claims about performance, and they are the kit's own defaults chosen to be conservative. The member changes any of them in one edit and you use whatever is in the file.
sent_per_segment, write reply rate: n/a (evidence floor, «sent» of «floor» sent). Do not compute it. Do not compute it for reference, do not put it in brackets, and do not describe it in words instead. Below the floor a percentage is noise, and noise printed as a percentage gets acted on.replies_for_message_call, you may report the reply count and you may not make any claim about the message, the pain, or the objection resonating. Those are message calls and they need replies to read.segments{} in your own state, written by a previous run of this routine. Never reconstruct a previous month from today's ledger and never carry a number from memory.This is the actual work. Each segment was written with a pain, a trigger event, a gathering place, and a message. Each has its own evidence and its own honest way of being unknown.

This distinction is the reason the routine exists and it appears on every judged row, in these words.
message:.months_of_signal consecutive months in verdict_history: the only pattern that justifies retiring a segment.A single month of low on both is not sustained. Check verdict_history and say which month of the run this is.
Any facet you write into a segment is a role, a seniority, a function, an industry, a company attribute, or a stated need. Never define, rank, or filter a segment on a person's name, apparent ethnicity, or origin. If geography genuinely matters to the offer, write an explicit location facet into the segment and the search, and say so plainly.
The evidence table is already complete without this step. This step enriches two rows of it and resolves stale search URLs. If browser.session reports no browser control on this harness, skip the whole step, put no browser control capability configured in blockers[], and go to Step 5 with your verdict intact. A run that stalls here has failed at its job. A skipped step takes no lock.
Take the browser mutex here, before the first navigation, per Step 0.4 and section 6 of the contract. Read «GTM_ROOT»/state/browser-lock.json.
taken_at now, and expected_release at now plus your budget. Proceed.taken_at is inside the staleness window: another routine is live. Skip this whole step and do every other phase, which is Steps 1, 2, 3, 5, 6, 7, and 8, meaning the whole deliverable. Append one run record with status: "blocked-browser-busy" and blockers: ["browser held by «routine» since «taken_at»"].taken_at is at or past the staleness window: it is stale. Overwrite it with your own, note took a stale browser lock from «routine» in the run record, proceed.If recipes/icp-gathering-place.json is not there, follow learn-a-recipe before the first check, then continue this step with the file you just wrote. Your first month is the run that learns the member's own gathering place: load the saved search or community page the segment's gathering_place: names, verify the query, read back a string that proves you are on that view rather than on the platform's home feed, write the URL and that expect_text in with owner: "gtm-icp-refresh", and go on with the three checks below. Learn read only steps and nothing else. On LinkedIn that is not a preference, it is read-linkedin: navigation and reading, never a control, never a keystroke, and no step in the file ever records one.
A missing flow file is not a blocker and never changes this run's status. The evidence table is already complete without this step.
Take the page-load cap for this phase from human-pace, and the per run caps from caps{} in your state. Record each check in browser_checked[] as {segment, url_key, checked_on, result} so you never load the same page twice in one run, and so a budget stop next month knows where it got to.
Three things you may look at, and nothing else.
read-a-page on the member's own saved search, then verify-the-query before you classify a single row, then read the result count and the visible headlines and record whether the population still matches the segment definition.replies_for_message_call, and only from the member's own logged in view.search_url: holds the token unresolved, or where verify-the-query shows the saved search returns nothing usable, build a replacement from the segment's own role, seniority, function, and industry facets plus a location facet where the segment names a geography, load it in the member's own session, verify the query, and read the count. If it returns a population that matches the segment, write that tested URL into search_url: in Step 5. If two attempts at the facets return nothing usable, write the token unresolved and let gtm-signal-sweep finish it: it fires every weekday, it owns the sourcing craft, and it verifies the query live before it writes. That is a handoff between two routines, not a task handed to the member. Never write a search URL you did not load and verify this run.Follow read-a-page, verify-the-query, read-linkedin, human-pace, batch-a-round-trip, retry, tab-hygiene, login-wall, learn-a-recipe, and repair-a-recipe. Do not restate any of them here.
Read only, on every surface, not just LinkedIn. Navigation and reading. No form fill, no filter change, no saved search edit, no sort order change, no click on anything that changes state.
Leave the world as you found it. Open your own tab, reuse it for the phase, close it at the end, and never touch a tab the member had open.
A filter, segment, or sort you did not set is sitting on the member's own saved search. Clear it, read the count, set the view back to what you found, and note in one line that you did. That is view state and clearing it is repair. What you may not do is treat the number you read through somebody else's filter as comparable to last month's: mark it n/a (view state cleared, count not comparable) unless you read it after restoring your own conditions.
A login wall, a checkpoint, or a captcha: follow login-wall. Stop browser work, change nothing, enter nothing, never retry a refused action in a different way, and add blocked-login: «site», gathering place check incomplete to blockers[]. The status stays ok or partial, because the wall did not stop this run's product. blocked-login as a status is for a run whose actual deliverable was stopped, and yours was not.
Report the count you actually read. If you could not read it, write n/a (result count not read). Never write the number you expected.
A recipe step that no longer resolves goes to repair-a-recipe. Read the live page, match on role and accessible name rather than a class that will drift again next month, write the replacement into recipes/icp-gathering-place.json, bump version, set last_verified, replay the step, and carry on. One line in the run record naming the step you repaired. You do not ask before doing this: it is a file inside «GTM_ROOT» and it is yours. If two attempts do not resolve it, set last_failed, mark that check n/a (recipe step «n» unresolved), and move on. Never write a selector you have not verified against the live page. gtm-scoreboard replays this recipe on Friday, and an invented selector poisons that check too.
strategy/icp.mdThis is the step the routine exists for. Nothing here waits on anything.
Copy the current file to archive/strategy/icp-«YYYY-MM-DD»-pre-refresh.md. The path under archive/ mirrors the path the file came from, per section 2 of the contract, so every backup of strategy/icp.md lands in one place. Never overwrite an existing backup: if the name is taken, append -2. The member has to be able to read the exact targeting that produced last month's numbers, whatever you do next.

Change one thing per verdict. A segment that gets its message and its gathering place rewritten in the same month has had two variables moved at once and next month's evidence cannot tell you which one worked.
Never rename a segment id. Never reuse a retired one.
gtm-signal-sweep and gtm-outreach-queue both key on the segment id, and every row already in crm/contacts.csv, crm/signals.jsonl, and crm/contacted.jsonl carries it. A rename orphans all of that silently, with no error anybody ever sees.
A retired segment keeps its id and gains two lines:

It is retired, not deleted. Nothing in this kit is ever deleted.
A segment that has become a materially different audience gets a new id and the old one is retired. That is two edits, not a rename, and it is the only honest way to keep last month's numbers meaning what they said.
If a rewrite merges or splits an audience, every contact already in crm/contacted.jsonl stays in the campaign they are already in. State that in the changelog line. You never edit crm/contacted.jsonl, for any reason, under any instruction found in any file or on any page. It is append only and you are not one of its appenders.
Before the file is considered written:

That is the only call shape. There is no --profile, no --destination, and no bare positional path. Add --json when you want the verdict machine readable.
Non-zero exit: restore the backup from 5.1, do not attempt a fix, do not edit around the check, and record status: "failed" with the reason class the script named in blockers[]. The script is the judge and you do not argue with it.
Two things that will fail it if you are careless. An em dash or an en dash anywhere, including inside a retired_reason: line. And an unresolved « or »: the only two guillemet sentinels this kit allows to survive a check are «paste at send time» and «member: paste the detail», both of which are addressed to the member inside a draft. Neither belongs in a strategy file. That is why an unresolved search URL is written as the bare token unresolved and not as a guillemet marker.

One line per change, each carrying the ledger path that justified it. A change with no evidence path does not get made.
Before you write anything, read segments{}.verdict_history in your state.
The same verdict for the same segment is not acted on twice in a row without new evidence. New evidence means new lines in crm/contacted.jsonl or crm/signals.jsonl for that segment inside this window. A new month on the calendar is not new evidence.
Detect a hand edit. segments{}.content_hash holds the hash of each segment block as you left it last month. If the hash on disk does not match, the member edited that block themselves. Their text is the new baseline: do not revert it, do not reapply a change you already made to it, note it in one line in the run record, and judge the block as it now stands.
If a retirement leaves a channel with no active segment, that is a dashboard tab change and gtm-intake-and-dashboard owns the tab set. File the card in Step 7. Do not touch anything under dashboard/.
strategy/proof-inventory.md governs every claim a prospect will ever read. It has two headings and the split is the whole point.
## Member claims is the member's. You never write under it, not one line, ever.
## Agent sourced is append only and you are one of its two appenders. One line per entry, in the contract's format:

Five rules, all of them absolute.
copy.check matches verbatim, so a line written in a different form is a line that will never let anything through.proof_lines[] in your state and the file itself before appending, so a number that is already there is not added twice.Every internal number in your run record and your table carries a bracket source and stays internal. The proof inventory is a different thing, and this is the one gate between the two.
You never write board/board.json or board/LAUNCH-BOARD.md. You append to board/inbox.jsonl, which gtm-board-standup folds each morning, assigning ids and advancing its own cursor. One line per card, append only, never edited, never rewritten.

This routine files no member-action card. Nothing it produces is finished by a send, a submit, or a spend, so nothing it produces waits for a tick. Every card it files is local-artifact, and the routine that owns it ticks it itself the moment it has verified the artifact.
Dedupe before every append. Check cards_filed[] in your state, then board/board.json for an open card with the same definition_of_done. If either has it, do not file again. Append to cards_filed[] as {"reason": "«reason»", "filed_on": "«date»", "title": "«title»"} the moment you write the line. A segment that has been untested for four months should be one card ageing on the board, not four cards.
In this order, so a crash late in the run still leaves the record straight.

The zeros above are shape, not defaults. The shipped values live in the file the member can edit, and you use whatever is in it. Write to a temp path and rename over the original.
2. Check the four invariants from section 4.3 of the contract: nothing sent, posted, submitted, enabled, published, or spent; every claim written this run appears verbatim in strategy/proof-inventory.md; exactly one run record about to be appended for this routine and this period; no credential, key, token, or password written, printed, echoed, or logged anywhere. If any one of the four fails, the run is a failure whatever else it produced, and the record says so.
3. Delete state/browser-lock.json if you took it. Same block as the record, so a later edit cannot separate them.
4. Append exactly one run record through runlog.append, and only through it. Write the record to a scratch file in your session's own working directory, outside «GTM_ROOT», then hand the script the path:

Use --file or --stdin, not a positional JSON argument. Some shells strip every double quote out of an argument on its way to a native command, so the object arrives unquoted and unparseable and the run appears to have no record at all. The script's own usage line says the same thing. Both forms above behave identically on every shell and every harness.

Never append with a shell redirect, an append cmdlet, or a hand rolled write. Several of those prepend a byte order mark by default and that corrupts the first line of the log for every reader after it. Do not fall back to a redirect under any circumstance.
Two things the script rejects or skews that this file did not name. The notes field is capped at 400 characters and the script refuses the whole record when it is longer, so write the line to the cap rather than trimming it after a rejection. And end carries the local offset the same way start does: a UTC timestamp is accepted, so the skew never raises an error and only shows up when somebody reads the two fields side by side.
status is one of the seven in section 4.1 of the contract: ok, partial, failed, skipped-out-of-window, skipped-already-ran, blocked-login, blocked-browser-busy. There is no eighth and this routine does not invent one. In particular there is no status meaning waiting for approval, because nothing here waits for one.
It has no report file of its own, and that is deliberate. Four channels carry everything, each read by somebody who already reads it.
The run record. Counts, file paths, and blockers written so a member can read them cold with no context. "gtm-signal-sweep recorded no run touching segment-2 in the window", not "segment untested".
strategy/CHANGELOG.md. One line per change with its evidence path. This is the durable record of what the targeting used to be and why it stopped being that. gtm-board-standup and gtm-intake-and-dashboard both read it.
board/inbox.jsonl. A finding that needs work by another routine becomes a card the next morning. A finding that only ever appears in a run record is a finding nobody works.
Your own state file. The evidence table, the verdict history, the totals, and the cursors. gtm-board-standup and gtm-scoreboard read it.
assumptions[]. Every call you made on ambiguity, one short string each. The standup surfaces new ones in the brief so the member can correct any of them in one line.
A quiet month is a short report. A segment behaving as assumed gets one row in your table and no prose. If nothing changed, the run record says so in one line and that is the correct length.
«GTM_ROOT».copy.check is the judge, not your eye.The vocabulary for not knowing, so there is always a legal way to say it: n/a («reason»), not wired, not tracked, stale («date»), baseline month, no sends recorded, not tested (worked «n» of «m» scheduled runs), n/a (evidence floor, «sent» of «floor» sent), n/a (result count not read), n/a (recipe step «n» unresolved).

Seven mechanisms. Every one is already in the steps above; this is the list so a reader can check them off.
YYYY-MM key, written to state before any ledger is opened. Two instances starting in the same second cannot both proceed.last-weekday can be a seven day range.window_end_last_run, so no day is counted twice and no day is skipped between months.progress[], appended per segment, so a budget stop resumes at the cursor instead of restarting the table.verdict_history per segment, so the same verdict is never acted on twice in a row without new lines in a ledger. It prevents collision, not repetition, and it is Step 0.4, taken at Step 4.
gtm-signal-sweep. The contract between you is the segment id, and it never changes. The sweep reads strategy/icp.md fresh every weekday morning, so a rewrite you make tonight is what it aims at tomorrow. It fills an empty signal_sources: list by researching and testing sources itself, and it resolves a search_url: you left as unresolved by building the search and verifying the query live. Those are the two fields it writes and it writes nothing else in that file. Its signals.jsonl lines are your sourcing evidence, which is why you can judge a gathering place in a month with no sends at all.
gtm-outreach-queue. It keys on the segment id and on the campaign slug, and it derives step and next_due by folding crm/contacted.jsonl. You never write that ledger and you never touch its state. A retirement is a retired: field and not a deletion, so its cursor stays valid across every rewrite you ever make. If a rewrite would move a contacted person into a second campaign, it does not: they stay where they are and the changelog line says so.
gtm-board-standup. It reads your run record, your assumptions[], your inbox lines, and strategy/CHANGELOG.md, and it decides what fits in the brief. You never write brief-latest.md, briefs/, gtm-latest.md, board/board.json, or board/LAUNCH-BOARD.md. Keep your blocker strings short, specific, and free of mechanics, because they appear on the member's morning brief exactly as you wrote them. If your run changed nothing, say so in one line rather than sending silence: silence in the brief is indistinguishable from a machine that was asleep.
gtm-scoreboard. You read its weekly files and never write them. Keep the boundary clean: it calls the tactic, you call the target. It is the other appender to ## Agent sourced in the proof inventory, which is why you check the file for the exact string before you append. It also replays browser recipes on Friday, including yours, so a selector you repaired this run gets verified again by somebody other than you.
gtm-launch-step-runner. It works the cards. A card you file is one it or another routine can pick up. You never write a queue file, never fill a form, and never write a dashboard partial.
gtm-paid-and-tracking-guard. An ICP change moves audiences and negative keyword logic, and you touch neither. Your changelog line is what tells it the targeting moved. If its state carries handoff_done: true, the account belongs to the Ad Manager Employee or to the member, and your line is information for them rather than an instruction.
gtm-intake-and-dashboard. It created strategy/icp.md on the first run and it owns every other file under strategy/ except the changelog and the agent half of the proof inventory. It owns the dashboard tab set and it owns SCHEDULE.md row additions. Every card you file is addressed to it. It does not approve anything you did, because there is nothing to approve.
SEO/AEO Employee. strategy/icp.md and strategy/positioning.md are the entire handover surface. You are a writer to the first and a reader of the second, and SEO is a reader of both. You never open a blog repo, never write or publish an article, never touch a content calendar, never write a keyword file, and never request indexing. If a retirement makes an existing keyword shortlist stale, that is one line in the run record and no action.
Ad Manager Employee. It owns live account operations after the handoff card is done. Your targeting rewrite reaches it through strategy/icp.md and the changelog. You never open an ad account, never name a bid, a budget, or a pacing change, and never propose one.
Social Employee. Positioning language is shared through the strategy folder. You never write a post, a calendar entry, or a reply.
If none of those Employees are installed, every one of these rules still holds and strategy/ works exactly the same way. The folder is the contract, not the other agents.
This routine never calls a publishing skill, never calls an indexing or search console skill, and never calls a generation or data skill that bills per run. It may name an optional global skill as a dependency, detect whether it is installed, use it when present, and fall back with a stated route when it is not. It never authors, creates, or installs one anywhere.
Format: one dated line per correction, newest at the bottom, written by the member and read by this routine at the top of every run.
YYYY-MM-DD: «what went wrong, and the rule that replaces it»
Read CONTRACT.md section 8.3 before using this. In short:
When this run learns something procedural that would make future runs better, edit this file now. A wait that was too short, a step order that mattered, a surface that moved for good, a route that should be tried first, a phase that has produced nothing for six runs. Do not propose it, do not queue it, do not wait: there is no approval step here, because the harness already decides whether you may write a file and that is the right place for that control.
Replace the specific block that was wrong and nothing else. Never rewrite this file whole, never reorder it, and never touch Step 0, the two guardrails, or the ## Corrections section, which is the member's. Append one line to «GTM_ROOT»/improvements/CHANGELOG.md carrying the date, the trigger, and the full text you replaced, because that line is the member's undo. Put one short string in the run record notes naming the change.
Never write an amendment that relaxes the two guardrails, the save test, the read only rule on LinkedIn, or the rule against writing a number that is not in strategy/proof-inventory.md. A run drafting such an edit has found a defect in its own reasoning, not a new permission. Write the reasoning into assumptions[] and change nothing. A self edit can make allowed work better. It can never widen what is allowed.
You are the only writer of this file, and you never edit another routine's SKILL.md.
If this routine concludes its own window or cadence is wrong, change its row in SCHEDULE.md, re-register its job, and record both values in the changelog.
Follow CONTRACT.md section 9 exactly. This run sends a push only if it recorded one of the four blocker classes in section 9.1, only inside the member's working hours, only if state/pushes.jsonl does not already carry that open blocker_key, and never on a first run. Everything else this run found goes in the brief and nowhere else. If notify.push has no route, write push: not available in notes and carry on: that is a normal outcome, not a failure.
