Read directly from the server with tools/list, grouped by what they act on. If a tool disappears, we record the date.

facilities
list_facilities_with_violations
List facilities whose current EPA compliance status is a violation (Violation Identified, Significant Violation, or Violation), worst first: significant violations first, then most quarters in noncompliance, then largest penalties. Filter by state, by county (requires state), or by program (CAA, CWA, SDWA, RCRA, TRI, GHG). Useful for screening an area or a program for current environmental compliance problems. Each result shows the facility's name, city, state, ZIP and county, its EPA programs, compliance status, quarters in noncompliance, inspection and formal-action counts, and total penalties. Returns at most `limit` results (default 50, max 500) with no offset paging.
search_facilities
Search EPA-regulated facilities by name fragment, and optionally narrow by city, state (two-letter code), ZIP code prefix, county name (requires state; official county name, case-insensitive), program (CAA, CWA, SDWA, RCRA, TRI, GHG), current compliance status, or active facilities only. Results are ordered by enforcement significance (formal actions, then penalties), and each result shows the facility's programs, compliance status, inspection count, formal action count, and total penalties. Use list_facilities_with_violations instead for a worst-first list of only the facilities currently in violation, and get_facility with a result's Registry ID for one facility's full unified profile.
county
get_county_compliance_summary
Summarize EPA-regulated facilities in one US county: how many facilities (and how many active), how many have been inspected, formal enforcement actions and total penalties, how many facilities are currently in violation or significant violation, plus the worst facilities in the county (significant violations first). County is the facility's physical county from EPA/FRS coordinates, with official Census county names. A county summary is a screening view of an area, not a verdict on a specific property.
enforcement
list_enforcement_actions
List facilities that have drawn formal EPA enforcement actions, ranked by total penalties (largest first, then most formal actions). Filter by state, by county (requires state), by program (CAA, CWA, SDWA, or RCRA), or by a minimum total penalty in dollars. Each result shows the facility's name, city, state, ZIP and county, its EPA programs, compliance status, formal and informal action counts, the most recent formal action date, total penalties, penalty count, the most recent penalty date and amount, federal enforcement case count and penalties, and quarters in noncompliance. Results page with limit (default 50, max 500) and offset, and the response reports the total number of matching facilities plus aggregate formal-action and penalty totals across ALL matches, not just the page. Counts and amounts are per-facility rollups as reported in the ECHO Exporter snapshot (see provenance for the file date), not individual enforcement case records; use get_facility for one facility's full profile. SDWA records carry action counts but no penalty amounts in ECHO, so penalty fields are null in SDWA scope and min_penalties cannot be combined with SDWA; TRI and GHG carry no enforcement data and are rejected as the program filter. Use list_facilities_with_violations instead for facilities currently in violation regardless of enforcement history.
facility
get_facility
Look up one US regulated facility by its EPA Facility Registry Service (FRS) Registry ID. Returns ONE unified profile across all EPA programs the facility belongs to — Clean Air Act (CAA), Clean Water Act/NPDES (CWA), Safe Drinking Water Act (SDWA), hazardous waste (RCRA), Toxics Release Inventory (TRI), and Greenhouse Gas (GHG) — with address and county, current compliance status, inspection and enforcement history, penalties, and per-program detail. Data is EPA ECHO. This is screening data, not a Phase I Environmental Site Assessment.
programs
list_programs
List the EPA programs unified in this dataset (Clean Air Act, Clean Water Act/NPDES, Safe Drinking Water Act, RCRA hazardous waste, Toxics Release Inventory, Greenhouse Gas Reporting) with what each covers, how many facilities belong to each, and how many of those facilities are currently in violation. Facility and violation counts reflect the current monthly ECHO Exporter snapshot — see the API status for the exact data vintage.
state
get_state_compliance_summary
Summarize EPA-regulated facilities for a whole US state or territory: facility and county counts, inspections, formal enforcement actions, total penalties, facilities currently in violation or significant violation, and the counties with the most facilities in violation. Data is EPA ECHO (latest monthly ECHO Exporter snapshot; states report to EPA on their own schedules, so very recent enforcement can lag). Use get_county_compliance_summary instead for one county, and list_facilities_with_violations for the facility-level worst-first list.
