This one needs environment variables set before it will start: TEAMCITY_URL (Base URL of your TeamCity server), TEAMCITY_TOKEN (TeamCity personal access token with required permissions), MCP_MODE (Operational mode: dev (default) or full for elevated administrative tools). The author declared them in the registry entry; get the values from the project itself.
